Sorry to say I strongly suspect the violent beast beating the disabled boy on the bus is what we have AFTER vetting. That is, hired by virtue of being black, even more preferred would be potent combination of black and LMGOBZT+-@!!PedoEtc. Same vetting process for hiring teachers and administrators.
